Professional Experience:

William Hughes “Bill” Clark, Jr. founded Clark Partington in 1976 alongside his law school moot court partner and lifelong friend, Donald H. Partington. Brothers Robert D. Hart, Jr., and W. Christopher Hart joined soon thereafter, and the firm became Clark, Partington, Hart & Hart. Bill’s vision, integrity, and dedication to excellence established the foundation upon which Clark Partington continues to build today.

Born on July 10, 1937, in Stuart, Virginia, Bill was raised in Richmond, Virginia, where he graduated from Douglas Southall Freeman High School. He attended Washington and Lee University, earning his undergraduate degree in 1960 and his law degree from the Washington and Lee University School of Law in 1963. His alma mater remained dear to him throughout his life. Following law school, Bill and his wife, Martha Bowman Clark, moved to Pensacola, Florida, where he began his legal career. In the early 1970s, Bill and Don Partington established what would become Clark Partington, guided by a shared commitment to professional excellence and service to the community.

Prior to his retirement from the active practice of law, Bill maintained a broad-based litigation practice and was highly regarded for his work in media law and eminent domain. His passion for broadcast journalism shaped his focus in media law, where he earned the respect of colleagues and clients alike for his thoughtful counsel, sharp intellect, and steady professionalism. In 2013, he was honored for 50 years of membership in The Florida Bar. Even after retiring from active practice, Bill continued to serve the legal community as a certified mediator.

Throughout his distinguished career, Bill was deeply involved in the legal profession. He served as President of the Escambia/Santa Rosa Bar Association and represented the First Judicial Circuit on the Board of Governors of The Florida Bar from 1984 to 1990. He was equally committed to civic leadership, serving as President of the Pensacola Area Chamber of Commerce, as a charter member of Five Flags Rotary of Pensacola, and as President of the Pensacola Jaycees. He also devoted his time to numerous charitable and civic boards and served as an adjunct professor of media law at the University of West Florida. Bill’s faith and community were central to his life. He served as an elder and trustee of First Presbyterian Church and as a trustee of the Rehabilitation Institute of West Florida. Beyond his professional accomplishments, he will be remembered for his quick humor, infectious laugh, thoughtful conversations, and deep kindness. His summers on Perdido Bay, his love of sailing and golf, and his enduring friendships reflect a life richly lived.

Bill passed away on October 10, 2025, at the age of 88. His legacy lives on not only in the firm he helped build, but in the generations of attorneys, clients, and community members who benefited from his leadership, mentorship, and friendship.
